What is the difference between charge resistance and discharge resistance

Charge resistance is the resistance when the battery is 100% full charged, and discharge resistance is the resistance when battery after discharged.

Usually, discharge resistance is unstable and is partial to higher; charge resistance is more stable and is partial to lower. So when use battery, only the charge resistance makes sense for reference. And in the upper term of battery, the resistance may getting higher due to the lacking of electrolyte and the reducing of the chemist substance activity.
